The Federal Government has announced its ambitious plan to transition the Nigerian Civil Service to a fully digital and paperless system by December 31, 2025.
This was disclosed by Dr. Didi Esther Walson-Jack, Head of the Civil Service of the Federation, during a media briefing held in Abuja as part of activities marking the 2025 African Public Service Day and Civil Service Week.
Dr. Walson-Jack stated that the move is in line with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25), which concludes at the end of this year. She revealed that the digitalisation drive is already underway across various Ministries, Departments, and Agencies (MDAs).
“Even before I assumed office, the Office of the Head of the Civil Service of the Federation (OHCSF) had already gone paperless,” she said. “We are now working to accelerate this transformation across all MDAs.”
According to her, the Federal Ministry of Health recently became the 11th ministry to implement the Enterprise Content Management System (ECMS), a digital platform that enables seamless documentation and workflow. Other MDAs are at various stages of adopting the system.
Dr. Walson-Jack also noted that the government has partnered with private sector stakeholders to help finance the digital transition in some ministries.
“The race to December 31, 2025, is on,” she added. “With hard work and God’s grace, the Nigerian Civil Service will be fully paperless by the end of the year.”
The digital transformation is expected to boost efficiency, transparency, and service delivery across government institutions.
