The Association of Local Governments of Nigeria (ALGON) Rivers State Chapter has expressed strong opposition to the recent appointment of Caretaker Committees by Governor Siminalayi Fubara to oversee the 23 Local Government Councils in the state. During a press conference held on June 20th, 2024, the leadership of ALGON declared the appointments unconstitutional and vowed to reject any emoluments or allowances from these committees.

ALGON Chairman Hon. Sir Allwell Ihunda DSSRS and Secretary Hon. Obarilomate Ollor DSSRS addressed the press, stating that the move undermines the tenure and authority of democratically elected Local Government Chairmen. They emphasized that the matter of tenure expiration is currently before the courts, rendering the appointments legally dubious.

“It has come to our notice that the Rivers State Government, under the leadership of His Excellency, Sir Siminalayi Fubara, GSSRS, has purportedly appointed and sworn in Caretaker Committees to take over the 23 Local Government Councils of Rivers State. We categorically reject this planned payment of our emoluments and allowances by these usurpers,” said Hon. Ihunda.

ALGON criticized the Governor for withholding Local Government Allocations and funds, which include emoluments and allowances for democratically elected officials, only to now appoint Caretaker Committees. “This action is inimical to the smooth running of the democratic process and contrary to the oath of office sworn to by the Governor to uphold the law,” they added.

Furthermore, ALGON welcomed the Governor’s directive for a probe into Local Government Accounts, stating that it will provide an opportunity for democratically elected Chairmen to account for their financial dealings. “We are happy to say that such a probe will be a welcome development,” they remarked.

ALGON called on the public, especially bankers dealing with Local Government Councils, to respect the court process and refrain from engaging with the appointed Caretaker Committees. They urged the people of Rivers State to remain calm as they seek a resolution through legal means.

“We call on well-meaning youths and people of Rivers State to maintain calm as we uphold the due process of the rule of law. Sanity, normalcy, and order shall be restored to the administration of Local Governments in Rivers State,” the statement concluded.
