The Lagos State Government, through the Ministry of Physical Planning and Urban Development (MPP&UD), has published an extensive list of over 180 estates across various local government areas declared illegal for lacking proper Layout Plan Approvals.

The announcement, signed by Engr. Oluwole Sotire, the Permanent Secretary of the Office of Physical Planning, warns developers, real estate agents, and the general public that any estate development without the required approval is in violation of the Lagos State Urban and Regional Planning and Development Law 2019.
According to the notice, these unauthorized developments contravene the T.H.E.M.E.S Agenda of the state government, which promotes a functional, resilient, and organized smart city. The statement emphasizes that such illegal estates pose risks to sustainable urban growth, infrastructure planning, and proper service delivery.
The Ministry also urges all developers and real estate practitioners to register with the Lagos State Real Estate Regulatory Authority (LASRERA), the regulatory body responsible for monitoring and coordinating real estate activities in Lagos.

Amen Estate Phase 2, Eleko, Ibeju-Lekki L.G.A
Orange Ville Estate, Ogombo, Ajah, Eti-Osa L.G.A
Dominion Garden Estate, Idado, Ibeju-Lekki L.G.A
Livingstone Estate, Orchid Road, Lekki L.G.A
Crystal Estate, Off Harris Drive, VGC, Eti-Osa L.G.A
Victory Park Estate, Lekki, Lekki L.G.A
LGAs affected include: Ibeju-Lekki, Eti-Osa, Epe, and Lekki.
Affected estates span areas such as Ajah, Sangotedo, Awoyaya, Eleko, Igando, Abijo, Epe Road, and VGC.
Government Directives:
1. Developers and Owners of the listed estates are mandated to submit necessary documents to the Office of Physical Planning for regularization within 21 days from the date of publication.
2. Members of the public are advised to request for Layout Plan Approvals before engaging in any land transaction or property purchase to avoid legal disputes or demolition.
This latest crackdown is part of the Lagos State Government’s renewed drive to sanitize the real estate sector and enforce planning regulations for better urban development.
